Government must scrap Vagrancy Act as part of plan to end rough sleeping for good

Parliamentary news
Responding to news that £53m will be provided for support services to help rough sleepers in the wake of the COVID-19 crisis, Liberal Democrat MP Layla Moran said: “COVID-19 forced the Government to take urgent action to end rough sleeping. I welcome these efforts, but that action should have been taken years ago, as the Liberal Democrats have long-called for. Now we must seize the opportunity to ensure that we never return to the status quo and end rough sleeping for good.  “The Government must urgently pass legislation to scrap the Dickensian Vagrancy Act, which unfairly penalises people for sleeping rough. Instead we need to support people in finding secure accommodation. The additional funding announced will help, but we need to ensure it is sufficient for the long term. “Ministers must also make sure local authorities can be confident…

Government warned Councils are struggling to cope with homelessness

Parliamentary news
Responding to new figures on homelessness in England released by the Government today, Liberal Democrat MP Layla Moran said: “The Coronavirus crisis is an unprecedented threat. It is leaving the most vulnerable in our communities at risk and it is our duty to ensure no one is left behind. “The scale of people who find themselves homeless is heartbreaking. Ministers must wake up, realise Councils are struggling to cope and commit funding to end this national shame once and for all. “That’s why Liberal Democrats are calling on the Government to protect emergency funding for local authorities to accommodate rough sleepers and extend measures to block evictions for as long as is necessary to enable people to get back on their feet.”

Government urged to protect funding to house homeless

Parliamentary news
Responding to reports that the Government will no longer fund local councils to house homeless people during the Covid-19 pandemic, Liberal Democrat MP Layla Moran said: “The Coronavirus crisis is an unprecedented threat. It is leaving the most vulnerable in our communities at risk and it is our duty to look after them. “It would be irresponsible for the Government to pull emergency funding for local authorities to accommodate rough sleepers, particularly as many have underlying health conditions that make them susceptible to Coronavirus.“The compassionate approach, especially when hotels remain in need of custom, would be to continue the scheme and ensure no one is left out in the cold. “Ministers must also make specialist support available to those who struggle with addiction or other mental health issues, as is…

Government must act to stop renters becoming homeless

Parliamentary news
Responding to the new research from Shelter showing that an estimated 1.7 million private renters say they are likely to lose their job in the next three months because of the coronavirus crisis, Liberal Democrat spokesperson for MHCLG Tim Farron said: “Many renters up and down the country will have lost their livelihoods overnight due to the coronavirus crisis. We already know millions of people are simply not able to afford their rent at the moment and the fact that another 1.7 million are likely to lose their jobs over the coming months shows that this crisis is far from over. “Before the coronavirus crisis even hit, the end of a private rented sector tenancy was the leading cause of homelessness. The housing crisis has been continuously ignored over the past five years and now the financial impact…

Government must provide resources so councils can house all rough sleepers

Parliamentary news
Responding to reports that the Government has written to all local councils asking them to find homes for all rough sleepers by the weekend to protect them from the coronavirus outbreak, Liberal Democrat MP Layla Moran said: “It is right that the Government is taking urgent action to find secure accommodation for rough sleepers, as Liberal Democrats have called for since this crisis began. “The Government must also equip local authorities with the financial resources to provide sufficient secure emergency accommodation to meet demand. Ministers must also make specialist support available to those who struggle with addiction or other mental health issues, as is the case for so many people sleeping rough right across the UK. “Ultimately, this annoucement must be the first step towards long term efforts to end rough sleeping, not just…

New figures show huge cost of Tories’ failure to prevent homelessness

Parliamentary news
Responding to new figures from the King’s Fund showing a steep increase in the number of hospital admissions related to homelessness, Liberal Democrat MP Layla Moran said: “These figures show the appalling extent of homelessness across our country. They also make clear the huge cost of this Conservative Government’s failure to invest in preventing homelessness, because it leads to more people needing to be treated to hospital. “The Government must act urgently to eliminate rough sleeping and other forms of homelessness. They must take a more compassionate and holistic approach, starting by scrapping the Vagrancy Act, a Dickensian law that criminalises rough sleeping in England and Wales. The answer to ending rough sleeping is not to arrest those doing it.”

Johnson failing to meet his own homelessness targets

Parliamentary news
Liberal Democrat MP Layla Moran has slammed the Conservatives for “failing the most vulnerable”, as analysis of new rough sleeping statistics shows that the Government is significantly off track on its target of eliminating rough sleeping by 2024. The Conservatives announced the revised target, which was previously 2027, after the election in December. The latest Rough sleeping snapshot, published by the Ministry of Housing, Communities & Local Government, shows that there were an estimated 4,266 rough sleepers in England on any given night in Autumn 2019, a reduction of just 411 people (8.8%) on 2018’s figure. Analysis by the House of Commons Library shows that, in order to reach zero by 2024, there would need to be a reduction of 780 rough sleepers each year from the 4,677 recorded in 2018. The reduction…

Moran: Use of Vagrancy Act should shame the Government

Campaigns, Parliamentary news
A Freedom of Information request has shown that 6,518 ‘offenders’ were found guilty under the Vagrancy Act (1824) between the years 2014 to 2017 in England and Wales.  The Metropolitan Police were the most likely force to use the Act, which criminalises rough sleepers, averaging 459 convictions a year. West Midlands police force area averaged 161, and Merseyside averaged 148 per year.  Commenting on the findings, Liberal Democrat MP Layla Moran, who has brought forward legislation to scrap the Vagrancy Act, said: “The Government, and local authorities, should be ashamed that they have continued to allow the use of a law that makes rough sleeping a criminal offence, and for it to be used so prolifically with little regard for the people afflicted. “This law was controversial 200 years ago,…

Nearly 600 deaths on our streets is a ‘national disgrace’

Parliamentary news
Figures released this morning show that of the 597 homelessness deaths in 2017, Manchester (21) and Birmingham (18) were the cities worst affected, with Bristol, Lambeth and Liverpool (all 17), also registering more than one death a month. Responding to these statistics, Liberal Democrat MP Layla Moran, who has introduced legislation to scrap the archaic Vagrancy Act, said:  “The fact that nearly 600 people died on our streets in 2017 is not just a tragedy, it is a national disgrace of which we should be deeply ashamed. “These figures show that all over the country, our homelessness crisis is at epidemic levels and people are indefensibly losing their lives. We must do more to protect vulnerable people and support those at their lowest ebb. “The Liberal Democrats demand better. We want…

Moran: Rough sleeping shames our whole country

Campaigns, Parliamentary news
The Liberal Democrats have today called for cross-party support for Layla Moran's Bill to scrap the Vagrancy Act following the publication of official figures which reveal there were 4,677 rough sleepers across England in Autumn 2018.Liberal Democrat MP Layla Moran said:“The fact that thousands of people sleep rough every night shames our whole country. These figures don’t even capture the many more ‘hidden homeless’ in insecure and unsuitable accommodation. “Even worse, hundreds of homeless people die each year, as the tragic death of Kane Walker in Birmingham on Sunday reminded us. The Tories are failing our most vulnerable people."The Liberal Democrats demand better. We want the Government to be building up to 100,000 social homes a year, provide accommodation and support to those in need, and finally back my Bill to scrap…
